Until inhabitants in Ultramarinea
have been
numbered and reported,
number of Ultramarineane
Deputies can not be
ascertained. For, per 28, 29,
31, Deputies are to be one
for every 70,000.

22.
Per 30, referrerred to for Spain
is the census of 1797. Per do.
referred to for each Ultramarine
province, the latest
census, if any exists: in every
province where there is none,
one is to be made: and, till one is made, no deputation
can there be made, nor the
number of deputies for Ultramarinea
be ascertained

Per 325, sole authority, by
which a Census can be
made, the provincial deputation.
But the provincial deputation
can not come into
existence but by the same

a Census has been made,
and no Census can be
made till a Deputation to
Cortes has been made: which
can not be without a Census.

Deputation impossible

In continuance of the union,
difficulty real. Preparatory operations
necessary.
1. In Creolia, census must be taken
(Art 30.) For the number of
Creole Deputies (31.) depends on
do. of souls – 1, to 70,000. In Spain,
the number is determined by
the Census of 1797. (30.) but, per
do., it is left uncertain whether, in any and what Creolia provinces,
there is one.

Where there is a Census, any
one, in whose power it is, may,
by destroying it, or suppressing it,
prevent the sending deputies
from that province.

Where there is no Census, none
can be made. Sole authority
competent, the Provincial Deputation
(335. 6thly.) Sole
mode of appointment for
Members of Provincial Deputation
(per 328.) Election by
District Electors of the Deputies
of the Cortes.

In no ultramarine province
can any census be
made till its submission
has been perfected & declared:
[any commencement given
to the process by which the
Deputation is to be formed]
