Uncertain when, if ever,
under Constitution, a second
Cortes can meet.
Per 108, Every two years
Cortes renewed: therefore,
on 9th. July 1822, this shd.
dissolve. When can another
come?
Per 106, sole day of commencement
1st March:
(per 112 to 117, series of preparatory
meetings, from
5th. February.)

Per 139, decisions not valid
unless one more than
half the number of the
deputies is present. Hence,
if ultra marine deputies
are more than Spanish,
the absence of one
would suffice to paralyse
the Cortes.

Intended, doubtless, that
deputies, from all the
ultra-marine provinces,
should be sent. But (that
near the number should
be sent is not probable).
Per 35, 36. In Spain, the
first of the four stages of
Election is to have place
the first Sunday in October
viz 1821.
Per 37, in Ultramarinea
on first Sunday in December
and that 15
months before Cortes' meeting.

This Cortes not having
met till 9th July 1820, if
it continues two years, it
will not dissolve till 9th
July 1822.

Alternatives, thence –
1. Succeeding Cortes co-existing
with this.
2. No succeeding Cortes
till 9th July 1823.
3. This continues till
1st March 1823.
4. In Ultramarine, Election
after succeeding Cortes
begins before dissolution
of this.

Incongruous if, as usual,
deputies to the preceding assembly
were eligible to the
next succeeding do. – it is not
so, they being per 110, ineligible.
The incongruity excluded
by a greater.

20.
Per 37, in Ultramarine,
sole day on which the first
Election meeting can be held
is the day 15 months before
March 1, 1822, or do. 1823 –
or 9th July 1821 or 9 July 1822
or 9th July 1823.

But, per do., it must be
the first Sunday in Decr.:
so that if the first Sunday
in Decr. is not exactly 15
months before the 1st. March
1822, what other of the 3. above
days it may be that
the Cortes is to meet, there
can not, so long as the Constitution
stands unaltered,
be any Election for Ultramarinia. 21. 22. 23. will be others not encumbered as under § Deputation impossible.
