If confined within the
bounds of necessity,
Ultramaria neither
need, nor would, grudge
the expence: if the emolument
of the offices
were confined to the
inhabitants of the province:
saving free interchange
as between
province and province.
Then would interests
of subject many and
ruling few be provided
for: the one, by moderation
of its burthen of
the taxes; the other, by
the quality of the distribution
of the sweets of office.

For securing, to the
ruling class in Ultramaria,
any such quality,
no provision is in
the Constitution: only
in the violation of it,
could do. class in Spain
find any advantage.

Classes of functionaries
serving in Ultramaria, are –
1. Paid assuredly.
2. Not paid assuredly.
3. Paid or not paid.
3. Military stationed in Ultramaria
4. Naval do.
5. Financial: viz per
