Tobacco Tax - 100,000,000
In Cortes, July or August
1820, great indignation at
it, raised in and for Spain:
how much greater in Creolia,
if raised in Creolia
for Spain, for salaries
of rulers governing Creolia
in Spain?

Such the indignation at
that tax, greater at any
other. If the mode alone
were the cause, good:
but, if the subject matter,
scarce could any so unobjectionable
be found.
Tobacco, though consumed
by the least opulent, is
still not a necessary, but
a luxury: in this a tax
on it has the advantage
pf all taxes upon necessaries.
