§.2. Creoles unwilling
§.3 Constitutn bars Sample of Creolia.

Objection – All this submitted
to before the change,
why not afterwards?
Submitted to under a bad
government, people not
sharing in it, why not under
a good, people so largely
sharing?

Answer. Plausible this,
and displayed to best advantage:
but insufficient.
But it will be seen, that, to exclude
Spain from Spain profit
may be expected from Creolia
& maybe disenchanted.

§.2. Creoles unwilling
§.2 Good to Spaniard in Creolia.

II. Much more, supposing
repugnance in Creolia
– the whole, or any

and expence
of preparation, for surmounting
it: it would
encrease with the number

With every arrangement

nature of the relation,
coupled with that of the
constitutional change.

4.
Shewn below governments
separated, interests
united.
But governments united,
interests opposite.

5.
Shown above
To Spain no advantage,
without greatly corresponding
disadvantage to Creolia:
Shewn, already, the
disadvantage constantly
greater than the advantage:
expence of carriage
the sufficient cause of
this.

§.2 Evil to Creolia, Sans good to Spn.

To the arrangement by
which, coupled with greater
disadvantage to Creolia
would be advantage to
Spain, add others covering
the whole field, and not
productive of any such advantage:
