Transfer to U.S.
or 1.
Arrangements by which
may be compassed
1. To Spanish subject many,
pecuniary easement.
2. To Creoles, good governmt.
and content.
3. To a third party, advantage
4. To Spaniards, pure and
unexampled glory. To a
well governed neighbouring
Confederacy, Sale of the province,
i.e. of the unappropriated
land in it, with
transfer of the province to
the Confederacy: viz to U.S.

Precedents.
1. Sale of Louisiana to Napoleon
for money received.
2. Sale of Floridas in satisfaction
of debt.

Advantage to purchasers,
Geographical convenience,
how expressible in money,
and brought home to feelings,
needless to enquire. In U.S.
subjects and rulers (they
being one) understand
this: they give not money
for moonshine.
or 4.
For the purpose of the
argument, assumed it
must be, land there is in
Creolia that, in this case,
as in those, would afford
them this geographical
convenience.

Spanish rulers to U.S.
1. Give us so much money,
and accede to these stipulations,
in favour of the inhabitants,
we transfer to
you our claims, and join
with you in the endeavour
to obtain their consent to
union with you.
2. You are used to take States
to nurse, and, when of age,
admitt them into partnership.
Do so by this province.

3. As we wish not to sell, nor
you to buy, them for slaves,
you stipulate not to take them,
without their consent, nor to
tax them for your profit, taking
your profit from the unappropriated
land only.

Sole practicable mode of ascertaining
consent. After adequate
notification, and
time for consideration, and
counter notification of dissent,
regard non-dissentients
as assentients.
Bare majority of such assentients
would not be sufficient.
To determine what
would be, a joint task for benevolence
and prudence:
Suppose, in the long run, dissentients
a majority, such
transfer would not be free
admission but war & conquest.

1. Religion: difference no difficulty.
1. None, when Ferdinand agreed
to transfer Floridas,
without asking their consent.
2. In Maryland, majority
of population originally, probably
still, Catholics, from Protestants,
no molestation.

Exercise of every other religion

free access to counter arguments,

would endanger it.

obstacle, but not insuperable.
In Netherland's assembly,
French the only language
of some Members: Dutch, of
others.
In Congress, Spanish speaking
inhabitants need not be
at a loss for English speaking
Catholic Representatives, not
less faithful and zealous than
if they understood nothing
but Spanish.

Protestants in English national
Assembly, sent into it by Catholic
voters, all deficiency of
such fidelity and zeal is disproved.
