Notion prevails that, in Spain,
appetite for office is peculiarly
sharp. A distressed country
is an unfortunate station
for a canine appetite.

In the Constitution, no sufficient
preservation from
famine by rapacity of rulers.
Sole offices in nomination,
to which concurrence of Council
is necessary,
1. Judicial Establishment
2. Ecclesiastical Establishmt.

Offices to which concurrence
of a single Minister is necessary:
1. Military land service,
2. Military sea service.
3. Foreign Affairs.
4. Seven Secretaryships of
State: including all the above
departments but the Ecclesiastical.
