Objection. By emancipation,
Constitution would be
maimed. Answer. Not
maimed, but purified:
corrupt part discharged:
uncorrupt cleared of it.

At such a distance, representation
(shewn above
§.3. Appeal?) can not be
genuine. Under freedom,
union is not possible: only
by despotism could elements,
so discordant, be
kept together. Slaves, you
may keep your kinsmen
slaves: free, you must
see them free.

Objector. Constitution's
whole texture would be
to be changed. In Cortes,
Creolians Deputation excluded,
either the number of
the deputies would not
be half what was intended,
or a new division of
districts would be to be
made.

In Council, out of the
40, 12 Creoles being excluded,
Art. 232, 28 alone would
remain: if filled up, the
gap must be filled up
(233, 234) by King; out of
thrice the number
presented by Cortes.

2. In permanent Cortes
Committee of the seven
Members, three alone wd.
remain: not only the 3
Creolian, but the odd member,
will be excluded:
so the odd member (who
is to be chosen by all the )
unless chosen by the remaining
three.
So the Members of reserve.

Answer. In none of these
changes either difficulty,
or inconvenience or danger.

is performed by a negative
