Need of retrenchment

Principles as to retrenchment:
particularly in King's expeditions.
1. Minimizing suffering.
2. Maximizing facility.

Modes of minimizing
suffering
1. Minimizing number
of sufferers.
2. Do. quantity of suffering
in each.
or 3.
In the number of sufferers,
include —
1. Principals.
2. Dependants of all
classes.
or 4.
Dependants are
I. In the lowest classes
1. Wives.
2. Children.
3. Other blood relations
II. In higher classes
1. Domestic Servants.
2. Artists ministering
to luxuries
3. Statitual pensioners.
or 5.
But for these distinctions,
this expenditure
might, the whole of it,
be struck off without
injury. The service being,
all of it, useless to
the public, as incumbents
drop off, Offices,
with their emolument,
should be extinguished.

In pain of disappointment
consists
all suffering from retrenchment.
No expectation,
no disappointment.

understand vested expectancy:
i.e. where, on the
happening of an event,
certain as to its existence,
uncertain as to
time only, possession is
certain.

Vested expectancy none,
a needless office may be
abolished without suffering,
on condition of continuing
the emolument
during life of incumbent.

Offices, held under appointment,
understood to
be revocable, may be extinguished
without compensation,
if incumbent
possesses livelihood from
other source.
