some quarter retrenchment
must be made:
in none could it with
so little suffering.

The greater the retrenchment
from the expence of the dominion,
the less will it
need be from the property
of King, clergy,
and Public Creditor.

In these three quarters
no retrenchment without
much suffering. Expence
of the dominion, the whole
may be retrenched with
out scarce any suffering.
For example.
1. Ammunition, none,
forbear to supply the portion
required by the dominion.
So stores of all sorts.
2. Also men for Army
and Navy as yet unraised.
Sole sufferer the demon
of ambition.

Sole quarter in which
by retrenchment from
dominion-expenditure
suffering would be produced.
Council of the Indies.
For these, as for all
quondam permanent
funds, present subsistence
will be requisite. To decide
between the present
and the future in this
particular, belongs not
to this purpose.
In thus warning on the
demon of ambition, I
have King, Clergy, and
Public Creditor on my side.
