§ People Sufferers Creoles willing
1. as to Money

1.
Creoles even desirous,
the dominion pernicious
to Spanish people.

This, in every point of
view. Points which it
may have been supposed
beneficial, are
1. Money, by saving to
you in taxes
2. Power, by troops imparted,
for your service, from Creolia.
3. Share in the gratification
from the whole
power exercised by
their rulers.
All these expectations
illusory: see below.

I. Loss great.
II Profit, none.

What follows is only
to put you in a way,
to make the constitution
more than this
a stranger can not
attempt. But, for this
purpose, even that
may prove sufficient.

As to the particulars
about to be brought to

the latest extant.

This year, 1778, taken for
the standard, or object
of reference, such the
loss. Per Townsend, profit none.

After speaking of four
conjectural statements
of the direct revenue
from Creolia to Spain,
"if we may believe the
"best informed (says he)
"there is none". So decided,
he can not conceive
on what authority Raynal
stated direct revenue
at 138,000,000 of
Reals clear, besides 2,337,800
paid for duties
in Europe.

Thus, per Townsend, as
to profit direct.
See whether there could
have been, or be, any
indirect from the dominion.

Shapes of such indirect
profit, if any –
1. Money from Creolia
saved to Spain in taxes.
2. Men from Creolia for military.

Money, if indirectly,
i.e. otherwise than from
taxes so called, would be
obtained by restraints
having, for their object,
enabling Spaniards to
buy goods or Creoles
cheaper, than or sell do.
