☞ After or before the Merchant's Petition in favour of liberty of
trade as in Examiner Monday May 15th 1820. House of Commons Monday
8th.
Of all the mischief of these commercial restrictions,
the sense and substance, and that which applies most
immediately and pointedly to the case of Spain is this:
namely that the taken all together persons favoured or endeavoured to
be favoured are the in comparison of those burthened are few, while the persons burthened are the many: for the persons
for endeavoured to be favoured being the manufacturers and are only certain classes of makers
traders of certain classes vendors of commodities, and only these the smaller part of
the whole number of manufacturers vendors and makers;
while the persons burthened are the whole body of consumers and customers,
that is of all the individuals of which the maker is
composed: and that the endeavour to make this sca sacrifice is contrary not
only to reason and general utility, but to an express
tru and fundamental article of the Spanish Constitution:
name that Article 13 which says – "The object of the Government is the
"happiness of the nation; since the end of all political society is
"nothing but the welfare of the individuals of which it is comprised."
and again, and before this Article 4 says – "The nation is obliged
"to preserve and protect, by wise and just laws, the civil liberty
and property, besides all other legitimate rights, of all individuals
"belonging to it."
