1. Perplexing situation
of Codifiers.

Inequality, injustice,
oppression to be established
and to be made acceptable
to those subject
to it. By their own hands,
was the squeezing press
to be worked: to please
you, subject: to please
them, exempt: in appearance,
footing – the
same to both: else, acquiescence
hopeless: if
more than in appearance,
labour lost.

2. What could not have
been the object, was – to
give them, against misrule,
that security which
nothing but emancipation
can give: for, if so,
emancipation was not
only the obvious, but the
only sole means.

3. Real object, was – giving
them what they
might regard as equivalent
for independence:
viz share in power over
you.
Their subjection was
real: their power, a
shadow.

4. They were to be ruled
by your rulers, to
whom adequate knowledge
of their exigencies
is impossible: they, to
whom do. of your exigencies
is do., were to
be made to fancy they
were ruling you.

5. Not in omnipotence's
power is it to reconcile such
incompatibilities. Failed,
[you will see] the endeavours
to keep them subject
to taxation. Requisition
will not produce
compliance: motives,
none: for non-compliance,
means effectual
furnished. Without concurrence
of men chosen
by contributors, contribution
none: concurrence
none, without
self-injury and breach
of trust.

6. If, after such facilities
for non-compliance,
compliance was hoped
for, it was by means of
a despotism, the inlet
to which you shall see.

7. Lasting dominion
thus impossible, not to
prevent – not accomplishment,
but vain endeavour,
is your displeasure thus
risked.
