1821. March 5.
Rid Yourselves of Ultramaria. Introduction.

§. 5. Townsend's Opinion 1788.

1.
Such their opinion, see
now his, after more extensive
consideration:
needless expence of the
correspondent naval
force taken into account.

2.
The passage quoted: (II.428. 2d. Edition).

2(a.)
In a third Edition, if
published now, instead
of "in exciting industry &c."
he would have said by
being left in the prockets
from whence they were
thus taken
, for thus,
these desirable effects
would have been produced
by the individuals
interested, instead of being
impeded by Government.

3.
Genuine this picture
of his affections: thought
of revisiting the country,
and so reaping retribution
for the praise, none:
prejudicial to his popularity
such opinions
would not have failed
to be, except in the above
high circles.

4.
No design could he have
had thereby to serve self
or country at expence
of Spain: the mention
would have been translated
into Spanish; nor
would it have been thus
cursory.

4(a.)
Edition 1. not seen by me. In this 2d. 1.232. Print
of Devils eating damned
souls from sketches in
Dominican Convent,
Barcelona. When preparing
Edition 2. he showed
me the print. I made
him insert it. Work little
heeded till called to my
notice by the Revolution.

§. 6. Tables for grounds.

1.
For grounds, see here 4
financial Tables. Tables
I. II. III. from Townsend:
except recent matter in
Table I, for comparison.
Table IV. recent.

2.
Table I. Conjunct Revenue.
Revenue received
in Spain with do. do. in America
at 7 or 8 periods
from 1722 to 1819. America
meant Ultramaria.

3.
Table II. American Revenue:
particulars of the American
half of Table I.

4.
Table III. Spanish Expenditure,
1778. Details for
that year. Ultramaria
excepted.

5.
Articles and sums from
Townsend. By me, for the
main and collateral purpose,
Classes 4.

6.
1. Class 1. Articles the demand
not created by Ultramaria
or Monarchy.

7.
2. Class 2. – demand created
not by Ultramaria, but by
Monarchy. Here against
the burthen imposed by
Monarchy, set the benefit
of do. compared with U.S.
Democracy.

8.
3. Class. 3. – demand created
in part by Ultramaria:
proportion not determinable
by me; nor by any one
easily. For argument,
say 1/2: largeness of the
Naval demand considered
Ultramaria part more
likely to be greater than
less.

§. 6. Tables for grounds.

9.
4. Class 4 – demand created
solely by Ultramaria.
Article but one. Department
on Council of Indies
R.V. 8,000,000.
£.S. 80,000

10.
IV. Table IV. Spanish Revenue
and Expenditure
1819, as per Morn. Chron.
Revenue in detail: of Expenditure,
total only.(b)

10.(b.)
Translator correct errors
and add details.

11.
For the argument, total
sufficient: greatest probable
incorrectness would
not render it otherwise.
Expenditure, for five years
running, more than twice
the receipt; no fund for
making distant conquests,
nor for peace establishmt
in Spain.

11.(a.)
1. Such proportion – how
could it have had place? Proposition
stating it is
self-contradictory. Borrowed
seems not impossible.
But, considering the extreme
difficulty of the last post-revolutionary
borrowing
(viz. R.V. 200,000,000) is
it probable?

2. Sole probable interpretation,
non-payment to
a certain account:
but, in this case, the term
expenditure is improper.

3. Functionaries without
pay, how could they so
long have been kept in
and alive?

4. Possessors of goods –
how could they have preferred
furnishing to destroying
them?

§. 6. Tables for grounds.

12.
Conclusion. Ultramarian
claim is
any better chance now
than then of net profit?
Profit none under possession
then, what can
it be without or with possession
now?

13.
Thus much in general.
Presently see it applied
to all the shapes in which
imaginable profit can
present itself.

14.
By these explanations,
you are prepared for
the Tables. The view of
recent Revenue and Expenditure
could not
here but be given. Else
supposed either,
1. Revenue underrated.
2. Expenditure needful
overrated.
3. Present profit underrated.
4. Facts of that time not
applicable to this.
