Now especially while
government is new, and
affairs of all kinds remain
to be settled, 12
months in the year
for business would not
have been to many.
for what reason unconjecturable,
codifiers
have allowed at most
but four: No sooner had
Cortes terminated its
sittings in appearance,
than the mischief of the
termination was felt:
and; while shamming
sleep, the supposed
sleepers continue awake.

Of this insufficiency
of time one evil consequence
was precipitancy
in action: hence, the anti-commercial
restriction
the evil effects of which
have been so severely felt,
and the impolicy undeniable.

Too short for Spain alone,
how much more
too short would not this
short allowance be for
Spain and Ultramaria
together.

For Spanish affairs alone,
suppose the time
just long enough: add
Ultramaria, it will be but
half long enough. Thus
not only to the affairs of
the Ultramarians but
to those of the Spaniards

can allow but half the
time necessary to the
good conduct of them.

But a length of time
sufficient for the affairs
of Spain can not be
sufficient for those of
Ultramaria. From
greater distance from
the seat of Government
results proportionable
misrule and do. complaint.

Under Monarchy, except
in the way of Appeal
from judicature
for the benefit of the lawyers
complaints were
discouraged and suppressed.
