Object of this address,
not that Spanish rulers
may not possess Ultramaria
or any part of it, on
the footing of 1. the former
despotism, 2. the new Constitution:
that they will
not for a continuance is
too clear to be worth writing
about.

2.
But to make you satisfied
as I am under non-possession:
to make them,
through you, part with
your distant kinsmen
on terms generous and honourable
as well as profitable
on your part, making
you benefactors of
those of whom your rulers
have so long been tormentors.

Hence the state of things
supposed and grounded
upon shall be – not the
one continually changing
in the course of the warfare,
but that of universal
acceptance given to
the Code.

4.
Continuance of this disposition
say a year: or
let any one assign the double
or even treble of it,
considering the improbability
of so much, more
must not be insisted
on.

By acceptance, understand
do. in general
terms as in Portugal,
Naples, Piedmont.

From such acceptance
no money for your use
follows: no certainty
nor so much as probability
of any.

Per contra, partly for
obtaining, partly for
retaining possession, money
and men and stock
must be raised, and to
an amount not less
than before the change,
and this will be all loss.

8.
For loving kindness
by Ultramaria to Spain,
money may be given, as
by any body to any body,
but it will not be you will see in
virtue of the Code.

9.
Of this loss, enquire
now the items: viz
I. Per annum.
1. Council of the Indies £80,000. as per Introd above.
For corrections enquire
of rulers.
2. Of the total military
expence by land and
water the two last of
the three following portions –
1. Defence of Old Spain.
2. Defence of Ultramaria
against foreigners.
3. Defence of do. against
its inhabitants.

All loss these two last:
at first at any rate:
item, for ever: since,
as below, never can
any reimbursement
come.

Cause of my anxiety
for your not incurring
2d & 3d, that you may
have as much as possible
for 1st: or still
better for retrenchment.

above annual expenditure
by do. for outfit.
This to a much greater
amount: for, per last
Cortes accounts, for no
one of the three branches
had you any stock.

For none of these heads
can I find figures. By
your rulers it ought to
have been done: till
it is done, the reproach
of aiming at ends without
means will be
their's – Sacrificing your
interest to a frantic
dream of a sinister interest
of their own, composed
of the correspondent
patronage
Supply the deficiency
such of you as can!

Meantime, what renders
the deficiency the less
to be regretted is that in
this account there is
nothing
