Each source of profit you
will see is illusory.
1. The unchangeable nature
of the relations between
the countries excludes continuance of any profit
long enough to defray the
expence: 2 Code

1. General Nature of the relations.
By Code, perfect equality
as between European
Spain and Ultramaria
is assumed: each a part
of Spain: all Spaniards:
in this assumption identity
of interest is implied.

But with such equality
all dominion of one over
the other – all profit to one
at the expence of the other,
is incompatible: cost of
extraction is dead loss.

from the dominion, does
