universal and particular.
Particular interests
of the subject many and
ruling few.

many, though, in comparison
with universal do., particular, always
in case of opposition
between do. of subject
many and do. of
ruling few, coincided
with it. It may, therefore,
be mostly substituted
to it as argument,
and the expressions used
indiscriminately.]

Universal interest – points
included in it.
1. Greatest happiness of
greatest number provided
for.
2. Government best possible.
3. Fruits of Government
enjoyed in greatest perfection,
and to greatest
extent possible: viz.

to person, particularly respect and condition.

at their disposal, for
their own benefit, quantity
of objects desirable
maximized: thence, at
their expence, do. in hands
of subject many, by whose
labours produced, minimized.

By man's constitution,
in the ordinary course
of conduct, by each individual
his own interest
is preferred to all
others put together: self-regarding
prudence
surmounts benevolence
and beneficence. But
for this predominance
the species could not
exist.
Consequence: prime
object of all rule, personal
interest of rulers:
to this, all other interests
sacrificed. Exceptions, if
any, so few, that to
act in the supposition of their
preponderant probability is
inconsistent with prudence.

Hence, in rulers &c., endeavour
to advance
their own at the expence,
and by the sacrifice, of
all other interest, constant
and universal.
Sole far, belief of inability: which cannot be effectually produced, but by liability to removal.
As in each individually,
so in every class and knot
collectively.

so long as it continues,
will be, detrimental in
