III. Public Creditors.
So long as any thing
that, without injustice,
could, as above, be retrenched
from King or
Clergy: is not, – justice is derived
to these Creditors.

Yet, these being powerless
and helpless, those powerful,
– at the expence of
these alone is retrenchment
commonly made.
King and Clergy a chain
of iron: Creditors, a rope
of ear sand. Retrenthmt at
Kgs and Clergys expence requires labour;
at Creditor, nothing but inaction

Worse than useless is
all labour applied to
King's personal service.
Instruments of misrule
are – force, intimidation,
corruption, delusion.
To corruption and delusion,
the whole contributes.
Better would wealth be
employed in building
pyramids.

Points, in all which, to
their advantage, Creditors
differ from other functionaries.
1. Fact and quantum
of their service indubitable.
2. Service constantly real
and beneficial: others,
in an indefinite
proportion, deficient or
mischievous.
3. Demand for the service
thus rendered, always
extraordinary.
4. Retribution always a
minimum.

Topic of accusation – their
inducement self-regard.
Answer. No more to them
does this apply than to
all functionaries, all dealers,
all labourers.

On the contrary In their instance, sympathetic
inducements
more probable than in
any other:
Cause, the extraordinariness
of exigency.

1. Loans soon after the
Revolution in 1688.
2. Loyalty loan. Abhorrence
of the use made of
it, affords no reason for
questioning the sympathetic
character of the
inducement of many
who joined in it.
