Suppose prohibition, on
importing into Ultramaria,
from foreign countries,
or from other Ultramarian
province or provinces any article,
wonder that, by trying it in the province
an article that
by taxing export of it
from Spain, or import
of it into Ultramaria,
money may be raised
for Government in Spain.
Would this be done,
without dissatisfaction
in Ultramaria? No.
Reasons – 1. This would
be a tax no less unendurable
in proportion
to the money paid than
any other tax, as above.

To the Ultramaria
the sight of the money
thus taken from him a man
by the monopoly thus
given by individual
dealers in Spain would
be still more galling,
sum for sum.

In Ireland, in the dissatisfaction
produced by
tyranny in this shape,
was stronger than
any produced there by
avowed taxation – It
produced the insurrection,
which produced the golden
golden age, terminated by
Whig treachery, but for
which Ireland would
have substituted good
Government to misgovernment,
and probably England likewise.

would be expended

Question. Profit none by
savings brought to Spain?
Answer.
1. Any such extra profit
is made by a tax: only
that the produce, instead
of being paid to your rulers
for your use is wasted
on the individual.
2. Consistently with economy,
no such extra emolument
can be allowed.
Public emoluments
are not a source from
which fortunes ought to be
made.
3. From any such saving
imported into Spain, the
whole profit to Spanish
finances would be the taxes
upon the expenditure
of the income afforded by
the capital so saved.
4. By Spanish individuals
would be gained only
the profit of trade upon
goods of Spanish production
consumed in Spain by the returned
functionary.

The question, is – by the
Ultramarians would this
spectacle of functionaries
feeding on the Country &
then quitting it be endured?
Answer. No. Hibernice
even by temporary abatement
absenteeship dissatisfaction is
produced.

5. Supposable resource 5.
Men for military land &
sea service. To Spain, no relief
hence. In Europe, men might
be obtained at less price
than they could be imported
from Ultramaria. Example,
