Rid Yourselves
Lett. Relinquishmt Mode
26.
True, just now they
could not afford to
pay so high as for dominion:
their resources
having suffered
depression from the
universal cause.
27.
In several instances
they have lately extended
the territory of their
I. In the Atlantic, in
the Gulph of Mexico.
1. Louisiana purchased:
2. Florida's received in
satisfaction of claims.
3. In the Pacific, settlements
made: whether
any other would be
useful to them, is for
them to say, not me.
28.
With more satisfaction
I turn to the case
where all probability
of disposition to purchase
is wanting.
Here, less difficulty.
Here purchasable by
a moderate quantity
of honest labour, glory
of the brightest & purest
sort in large quantity:
glory from exercise
of effective benevolence
on uncommonly
extensive scale.
Necessary partners
in the purchase, are
1. Your rulers in
trust for you.

Partnership stock.
1. On your part, generosity,
result of wisdom derived
from experience.
2. On their part, skill
derived from experience,
though in a somewhat
different way.
29.
Shapes in which by
well considered regard
to self interest, benefit
may on such an occasion
be reaped, two:
viz. wealth and glory.
30.
1. Wealth. This can not
be reaped in every part
of the field: where it can,
the reaping will depend
on circumstances and
accidents.
2. Glory. This can: always
it is in your power to
reap it
31.
Glory employed, because
with you it is a favourite
word. Import of it
too often, successful exercise
of destruction &
depredation, or from
possession of coercive
power whatever the use
made of it
The glory here recommended
is that reaped by exercise
of effective benevolence
on an extended
scale. Useful is such benevolence
not only to
those towards, but by

those by whom it is exercised.
Though of itself
it is not measurable or
ponderable, it is not
incapable of producing
profit even in a pecuniary
shape. In your power
it is to have it without
pecuniary sacrifice.
I venture to recommend
it.
32.
Of the arguments arrangements necessary
the basis exists
in U.S. laws, as above.

Course of proceeding
proposed, grounded on
these arrangements.
Invitation from your
Constituted Authorities to
do. in U.S. to send Commissions
or Commissioners
to Madrid, Washington,
London, or to the
Capital of the Ultramarian
Province in question
for settling matters in
question.
34.
2. Notice to inhabitants,
and in particular rulers
to take such invitation
into consideration jointly
with do. appointed by them.
35.
3. Do. within a time appointed to
notify their respective
wishes as to
1. Adoption in toto.
2. Rejection in toto.
3. Adoption with amendment
by defalcation, addition
or substitution,
viz. by Memorial or
Memorials.

or Spanish Constitution
