good will of other nations:
accession of foreign
talent and foreign capital:
both rendered deficient
among you by so many
ages of misrule.

VII 8 13.
4. Dishonorable. Not
positively: because as
yet between nation and
nation, deficiency in
such wisdom and generosity
is so abundant.
But unless the relinquishment
be consistent
in the made, the
honor obtainable
from it, as above, will
be tarnished.

VII.9. 14.
Useful here it would
be to you to have a
model – a pattern to go
by. Look to U.S.: I certify
not, that, on all the points
in question, that model
is perfect, for I have
not sufficiently examined
it. But I do that it
will be found nearer
perfection than that of
any other State.

Advantages of this plan
1. Being compleatly in
your power: without
need of concurrence.
2. Being in simplicity
a maximum.
How many good designs
marred by complication!
by being classed with
useless conditions?

Stipulation at once
apt and customary,
to be put on the footing
of the most favoured
nations. On this footing
thence all nations be
thus no preference –
no inequality.
As between individual
and individual, equality,
in so far as consistent
with subsistence
and security, is perfection
in internal law:
as between nation and
nation, in international
law.

Note, still prevalent,
confused notion of good
to self by evil alone to other
nations: thus is
evil done to others and
to self likewise.
Known by J.B. indivudal
poorer in his own
eyes by every good obtained
through him by any
other: this even avowed
others, in their own eyes
the richer by do. This
seems most rational.
Nations are composed of
individuals. By good
done, much more gained
than as yet men
are commonly aware
