III. Lastly as to the insecurity against foreign aggression.
A force which is in the Pacific, or though it were
only in the Atlantic can not at the same time be in the
Mediterranean: and if so it be, as above, that instead of being
encreased by the dominion your resources in all shapes
were would be diminished, think how it is possible that your
means of interest means of inter national security in the Mediterranean and the
Bay of Biscay, and in the Pyrenees should not be diminished
by whatsoever portion of your national force has
its station station in the Antipodes other hemisphere.

My hope is – that among you there are not altogether
wanting, men, in whose eyes ears the injustice of the claim would be of
itself constitute an irresistible call for the relinquishment of it: what
I am sure of is – that there will be those, by whom it will be felt
that by the excruciatingness of the pressure the disposition to resistance can
not fail to be encreased, and who, for the purpose of calculating
the strenuousness of the resistance, will have the good sense to
make the case there their own, and ask themselves what, in the
same circumstances, would be their own feelings, and their
own conduct in consequence. Ah, my friends! – this sad
inconsistency – how long will it be yours? to cry out against
injustice tyranny, and all the while to bear a part in it. concurr in the exercise of it.

Part the second of these letters, that is to a sort of Appendix, an
indication of some of the most striking particulars, by which
the immensity of the evil with which your rulers are striving
to load your distant kinsmen, and the flagrancy of the
attendant injustice, will be exemplified.
