Preface or Addendum
§. Aº 1792. Main Cause Sinister interest not yet understood to be so
the cause.

When thirty years ago, I wrote in the form of a
Letter, the small tract intituled Emancipate Your Colonies,
in the fond hope of being of use to the French nation by whom I
had been adopted, In viewed the cause of the misrule
in a very imperfect inadequate point of view in comparison of that
in which about twenty years ago I came to view it.
Error in judgment Honest error was the only cause that at that time had
presented itself to my view: the principle primarily
efficient cause sinister interest, not having been looked
for – this cause true root of misrule, prominent as it
had been to so many others – not having been looked out
for in the field of constitutional law, had not presented
itself to mine. That the notion of its being a benefit to
the whole nation was what the enormous cost of the maintenance
of the and on every occasion the extension of the dominion
had for its cause was at that time any opinion conception, as
it continues to be I should suppose the more general
one: embraced by most those who desire from it the dominion nothing but
pure suffering, as well as by those all those whose sure
suffering from it has with it a casual mixture of superior profit
and enjoyment. What as yet I saw not at that time I
saw not, and perhaps scarce suspected was – that to the
ruling few, whether they themselves saw it in that light
or not, it was neither more nor less than a source of plunderage: if to those who reaped the plunderage in the shape
of plunderage the profit they made by it was a secret, or
that the contemplation of that profit was the cause of their retention
of it, their blindness ignorance to the state of their own minds must have been
more entire than for
the credit of his understanding
a man would naturally
wish to have it thought to be
in his case contained.
