such intimation in Townsend's account: as in Introduction, & only "duties on gold and silver exported":
thence all not exported, viz. from Ultramaria, must
have been left with proprietors, and those employed
by them.

In Source 4. Sale of Land from this service
1. No profit usual.
2. None could now be instituted.
3. Men there would not trust to a title so derived.
4. Of any such sale, the profit would be taken by the local
authorities; not sent to Spain.

operative rulers are placed and displaceable by subject

Answer. 1. Any such extra profit is made by a tax: only that the
produce, instead of being paid to your rulers for your use, is
wasted on the individuals.
