profit of trade upon goods consumed in Spain by

of functionaries feeding on the country and
then quitting it be endured? Answer No. Hibernicé
even by temporary absenteeship, dissatisfaction is
produced.

and sea service. To Spain, no relief hence. In Europe,
men might be obtained at less price than they
could be imported from Ultramaria. Example, from

Conclusion. Either without force or by force will money be
got from Ultramaria: whether it be for themselves or
you. If without force, it will be without the dominion,
and by free trade. In my eye, this is the only arrangement:
compatible with the interest of both or either
party.

If by force, the force will be reciprocal, or upon
one side only so far as reciprocal, suffering will be
mutual, benefit none: loss the expence of the force.
So far as on one side only, injustice is the manifest accompaniment.
