otherwise in the eyes of the sufferers.

By the Code itself, Article 8, as above, all such partiality
is (you see) expressly disavowed. On no part of
Spain is the burthen to be heavier than on any other.

Would you be satisfied to be taxed for Ultramaria?
If not, what probability they should continue to be satisfied
with being taxed for Spain? Satisfaction or dissatisfaction – that is the question
here.

30.
Under the Code, to the continuance of any such
injustice to their prejudice, active co-operation
on their part (you will see) would be necessary. See
the next Letter. By habit and want of reflection,
suppose any province rendered passive under
the yoke, activity on their part, for the purpose
of fixing it, can not reasonably be expected.

If thus, on a general and all-comprehensive
survey, you see that from that field no profit
to you is derivable, details would be superfluous.
Of them I have no conception: you with a few exceptions,
probably not much more.

32.
Objection. If no profit no loss.
Answer. All loss: viz by
1. Expence of defence against European powers.
2. Do. against Foreign Ultramarian powers.
3. Do. against the Inhabitants.
