Objection. From Ultramaria, money &c. ought to
be sent for common defence. Ans. This supposes it proved
that the defence of both would be better provided for, by money
sent from Ultramaria to Spain, than by letting
it remain in Ultram. to be so employed, or than by
sending it to Ultram. from Spain to be so employed.

The question is – as to satisfaction. Would you be satisfied
to see money taken from you declaredly for diminution
of that taken from Ultramaria? No: you would
in this case plead 8th Art: so then would they.

If thus satisfied to pay money for nothing under the
dominion, not less would they be so to do if free from dominion.
In the being subject to the dominion of distant
strangers, there is nothing that tends to add to satisfaction.

In every province where dissatisfaction has place
or is apprehended, there must be from Spain, fleet & army
to prevent its rising into revolt. Then where will be the
profit?

Before any province can be satisfied to furnish the

quota called from it, it must have seen reason
to believe that it is not excessive. But to see this evidence
& time for examination will be necessary. Evidence to come
by a 6 month's voyage.

Of money thus contentedly paid, consider what
can be the particular sources.
1. Source 1. Taxation at large – open & declared
taxation.
But by the Code not only in Art. 8, but there upheld
the idea of any such unequal contribution is negatived
by whatever is said of equal rights.

Forget not that by determination not to submit to
this was English yoke cast off by U.S.

Suppose money endeavoured to be extracted from
Ultramaria by duties payable in Spain on goods produced
in Spain or elsewhere & imported into Ultramaria. Necessary
to secure payment would be prohibition express or virtual
of importation of the like goods elsewhere than from
Spain. This wd. be equally seen to be a tax & by the expence
of Custom Houses in Ultramaria, & ships to prevent
smuggling, profit would be absorbed. Compared
with such external taxation, including this expence
internal producing the same net amount would be a
reflief.
