Letter 17. For the relinquishment, every foot
of Ultramaria must be comprised, or the
burthen will not be removed. Relinquishment must be entire.
Spaniards!
As to all but a comparatively
small remnant of the burthen, to secure to you
the relief I have been so ardently wishing to see
you in the enjoyment of no expenditure in the
shape of argument is now necessary: relief, I mean,
from the possession of the dominion: for as to the claim
to it, – as to this part of the millstone – if you sit
silent under it, I would not undertake to say within
what time your rulers will bring themselves to
take it from off your necks. Since I first began to
take pen in hand on this subject, not less than
two years have passed on: and in the course of
that time, as to all but that small remnant, prophecy
has become history: arguments have been
rendered needless by events.
Still, for a portion of time more or less
considerable, it may, for might I know, happen to
this or that province or portions of a province, to
remain quiescent under the yoke: possibly even to
be unwilling to be rid of it: such is the power of
habit – such may be the effect of inbred weakness.
As to your rulers – to all men in their situation, nothing
is more natural than that wherever the desire
