of independence is not manifested by signs too plain
to be misinterpreted, they should turn, to the best account
in their power, whatever ignorance or error
they had succeeded in giving continuance to: and
accordingly on every occasion embrace in ceremony,
as if it were a consolation, & the temporary
failure, of every such portion, whatsoever it may amount
to, of the relief.
Here then is a ground, on which Reason
may still view the demand open, for any such
services as it may be in her power to render.
Of the expenditure produced by the claim,
two portions I have already had occasion to bring
to your view as being in themselves perfectly distinct,
distinct in themselves, and capable of being
rendered so in any accounts presented to you. I
mean the universally-applying, and the particularly
or locally applying portions: the one applying collectively
to the aggregate of all the provinces, the other
exclusively to each province, or, as the case may
be, portion of a province, or cluster of contiguous
then, the consequence is that, in every instance
in which an addition is made to the number of
the provinces that have separated, the ratio of
loss to profit (supposing always the existence of profit)
will be encreased: encreased, in such sort,
that, at the time of the last separation, the receipt
from the last separated province and the particular
expenditure
