My friends, so long as a foot of land remained
in your Ultramaria unrelinquished, should this
be the universal language there, would there
be much wonder in it, or even much blame?
Before your answer is formed, look to the following
state of facts.
For more than three years past, not a
man sent from Spain for the maintenance
of the dominion! Such is the official assurance given
in his message of the 8th of March 1822 to the Congress
by the President of the Anglo American United States.(a)
