Under the current system, and in particular under the

suits suffers diminution and the deficiency enhances for a certain length of time, it
is a sign that the price of what goes by the name of justice
has been priced up too high: and by abatement of the rate
of taxation it may happen that the produce of the tax shall be augmented

the whole system fabric of what goes by the name of justice is arranged to the joint
satisfaction
satisfaction of the three
powers by whose authority
and for whom such a system
of regular and legitimate is kept up.
