Ch. §.1. Means of effectuation, primary, characteristic, and distinctive —
the Vicinity-maximizing principle or Dispersion-preventing principle.

§.1. Fundamental principle. Vicinity maximizing or say Dispersion-preventing
principle

Radical or say fundamental means, juxtaposition
or say
Understand by this principle that according to which maximization of vicinity will be made as between
the spot granted by to each and occupied by Colonist, or with ref say Settler, relation
had to the aggregate of the spots granted to
and occupied by the Colonists which the grant finds
already in existence.

Correspondent Rule

Rule 1. Choose for the subject matter of each grant
after the first, a spot contiguous to some part of the land
already granted, or as near to the being contiguous as
the nature of the case will admitt. Such may be the words of the rule to which
allusion may be considered to be made by the mention of

Observation a Notes

☞ Of the principle I should expect to find the propriety the support here regarded
as being
incontestably established. But the proof of it has been
scattered in diffused and scattered through a variety of small publications: and requires
(it would seem) to be condensed, and placed — the whole of it
under this one head: that is to say under the heads
of this Rule; to which, when occasion calls, allusion may
be made by the correspondent principle.

☞ Next comes the question in regard to the
several d whose concurrence is necessary to the effectuation
of this object, how to what shall be the arrangement
by which this concurrence may be obtained.

☞ Here I am aground: for I can not spare time
for the endeavour to extract from all the pamphlets in question
the matters which to me seem needful under the several
