§.1. Difficulty

Of Government the all-comprehensive end in view ought to be — and is here
supposed to be — the greatest happiness of all the inhabitants.
Of Management the end in view on the part of the Company,
will of course be the greatest profit — p benefit or pay in a
pecuniary shape — to the Company

But (says asks the philanthropist) between such objects
will there be ought there to be any competition? and
on the supposition of a contrariety in any particular, is it
endurable that matters should be so ordered, as that to the
happiness — the interest of a handful of comparatively rude
individuals on one part of the globe, the happiness
of countless and ever-encreasing multitudes on the opposite
part of the globe should be sacrificed?

The answer is — To this question the answer is as follows But for the few in question, the
many would with whatsoever happiness they will have, or
are susceptible of would not be in existence: if the of whatsoever
sacrifice whatsoever portion of the happiness the sacrifices
necessary to the existence of the remainder, provided there be but
a remainder, as the sacrifice of their portion they need
not they ought not should not repair: any more than does the tradesman at the
price paid by them for the article of which he makes his
profit.

But, the more closely the subject is looked into, the
less will be seen to be the sacrifice which on this occasion it
will be necessary for the Col Settlers inhabitants of the Colony
to submitt to, or the Company to exact
