Next, in my list of principles which any Registration plan
has for its grounds. next stands the Disappointment-minimizing, or along
say the Disappointment-preventing or Non-disappointment principle.
Minimizing i.e. so far as possible preventing disappointing
is the object or say end in view which the proposed
Registration institution is aimed at, or it has none.
Of the whole of the line of property civil branch and
branch — yes and of whatsoever portion of the matter of line
has for its subject matter an object of general desire in any
other shape than that of a subject matter of property — this
is the only rational ground — the only all applying one that as derived deduced
immediately from the greatest happiness principles: others there
are, witness those below, but, none bearing upon registration.
None but that do not the importance of which does not depend

upon the importance of this — the fundamental principle
only intrinsically important principle

said that a thing
ought to be done
by the legislator
it is but an item
in the account of
pains and pleasures
You who read th are reading this — you who ever you are — have probably
a coat upon your back: if after you had pulled it off
somebody were to go off with it, pain in your mind, pain
more or less would it not be a consequence? Yes: that it
would & you can not deny it: if it would not, give me
the coat: for to me it would be a pleasure to receive it. Here there is
an appeal to experience: yes — to every man's experience. But
thus it is that whatsoever is given as a reason for what any
thing of which it is said that it ought to be done by the law
that is to say by the legislator or legislators, or by any individual
in compliance with a will manifested by the legislators
is but neither more nor less than an item in the account of pains and pleasures
Thus on one hand, are words without meaning, signs
without things signified — sounds without sense — arrogance
without ground — gabble about right (meaning if that which is meant is legal right) in
contradistinction to moral, or first principles of justice, or every
principle of justice on the other. But to Mean time some there are by whom every appeal they make
to human feeling: is marked out [+]
