Before I arrived at
this understanding the above conception understanding, — a suggestion I had committed to paper
was — the expediency of making a calculation of the difference
that would result, in point of expense between one building,
and buildings in the several greater numbers, between one
and the greatest number proposed; the quantity of room
requisite being supposed to be the same in all those
cases.

A circumstance that last to this consideration
was an exampl occurrence which sprang years ago
fell within my own
The experience alluded to is this. In the year 1792 I
delivered in to the Pitt the second Prime Minister of that day, namely
Pitt the second
of that day — a Proposal for the maintenance and employment
of Convicts to the number of 1,000, in a Prison upon
a construction of new invention — my late invented by my lately deceased Brother Sir Samuel
Bentham being the Inventor, under the name of Panopticon
upon coupled with a plan of management, invented by myself. This proposal
the Ministry of that day this proposal exp received
From the illustrious Premier abovementioned and the Home Secretary of that day —
the Henry Henry Dundas afterwards created Lord Melville
— the Proposal received an enthusiastic acceptance,
as the Debates of that time testify. This was considered
as no more than a measure of experiment: and for the
purpose the site of it of the experiment, the site of the first building was to have been in the Metropolis
near neighbourhood of the Metrop throne of Public Opinion — the Metropolis:
after which supposing on the supposition that on my part
the conditions came to be have been fulfilled, the extension of that the
plan of construction and the correspondent plan of management which
plan over all England would have been a matter of course. The Proposal may
be seen in the Celebrated Report, of p occupying four large Folio
Volumes,
