of and to me is destined to become the legislator of mankind, Newton of
legislation is also among the appellations which my friend and Editor
Dumont informed me some months he had seen bestowed upon me in
an Italian periodical work which, as was interval, had since been possed
by government. If therefore these men and together with others
pleas I may perhaps have occasion to mention below have not
grossly deceived themselves, here is a system of legislation from
the study of which more or less profit would be desirable from
the state over which the destiny of which is in so great a degree
in your hands, whether from the more personal apprehension of incurring
at the hands of a single person the imputation of fort?
I should have been justifiable in suppressing the above-
mentioned facts, I leave to you, Sir, to penannce. In the North
American United States, my works have already produced an effect
on the state of legislation. In the two last constituted States of
the Illinois and Allebama, used even lately in the old State of Georgia the laws against usury have ben
abolished on the grounds of my Defense of Usury several reimpressions
of which have been made in those States. So I have
been informed in a letter from a number of the Legislators in
New Hampshire Mr Plumer introduced by me from his father who is Governor
of that State : and the Gentlemen of the Am United States
Mission here make no secret of the expectation they entertain
of seeing the example pursued in all the other States : and other instances
too long to repeat are those given of like effects produced
by the same cause. A circular letter sent by me through
Quincy Adams their Envoy to this Court now Secretary of State to
the several Governors of the several States produced (in addition
to one sent me by Sneyder late Governor of Pennsylvania so when
men had been transmitted by Gallatin formerly the Finance Minister
to the U.S. now their Envoy to Paris) produced I any one form
Govr Governor Plumer above mentioned, both expressing in the most cordial
terms their wishes for to an acceptance given to the offer. The
offer was accordingly communicated to the respective Assemblies:
