Now as to what is to be done in consequence of the system
of interruption. I conjecture it to have been performed, in
consequence of orders, general or special from Paris, by the
hand of a neighbour and that a friendly one: perhaps the
Préfet. Two or three letters have been kept from you definitively:
why? because they related principally if not
exclusively to Spain your proposed services to Spain: and
were therefore of a political nature: the order probably
issued in consequence of the observation made by the French
mission at Madrid of the sensation produced in the Cortes
by the presentation of a Spanish translation of my little
squib against the pap the talked of, and afterward, formally
proposed and rejected, Spanish House of Lords. The long letters of the
18th supposed to come into your hands: why? because the
great bulk of it if not the whole was merely private matters
relating to the visit to Spain, of either nothing, or comparatively
but little. Instead of the 8th or 9th day it
did not reach you till the 18th: why? because being
scrawled in my scarcely legible scrawl, it took all that
time to decypher and translate: and if there was a small
be matter of the Spanish business in it, it being so little of itself
material — not sufficient to afford a chance of obtaining your
consent to embark on that scheme, compassion prevented
for its being suffered to reach your hands.
