See what in my Letter to the people of the
United States I have said under the heads of
Notoriety and the rationale. your Rulers what
in their eyes are their constituents? Are they
any thing better than Brutes? That in those
laws which except in so far as their conduct
is guided by them are worse than useless,
reasons— Those reasons without which the
laws themselves can neither be justified nor
so much as adequately understood - are regarded a superfluous.
Only on the supposition that ignorance
having really place has been manufactured
for the express purpose of serving
as an excuse can the omitting I
give admission to it in the character of
an excuse be justified? For selling arise
pecuniary satisfaction, if you penal law
does not operate in the way of prevention
to what good effect can it operate? And
unless except as it is known or at any
rate the existence of it regarded as provable,
on whom can it ever operate?
