is an intention to do a bad act: the
act in question will in many cases
be the act which he has actually done:
and that, commonly not without an intention
of doing it. As to hatred and contempt
hatred has respect to supposed improbity
on his part: contempt to supposed
want of intellectual aptitude or
active talent. See this division illustrated
and employed in my plan of
Parliamentary Reform, if ever you
have it. Now I see not how any
thing can be imputed to the measures
of a man in a public situation &
consequently to the man himself
without a tendancy to draw into
question his claim to one or more
of those points of official aptitude
and thereby supposing the deficiency
to a certain degree flagrant to
draw down upon him the sentiments of odium or contempt or both.
