Of the little code which at the desire of
poor Miranda I drew up for the liberty of
the press at Venezuela thus much I remember
viz that considering that in that region there
would surely be one press, perhaps not another
and assuredly for a long time very few the
great object and the great difficulty in that
state of things would be the preventing that instrument
of attack and defence from being
kept in the exclusive possession of some one
party or individual or confedarancy of parties
or individuals: in which care instead
of being an instrument of liberty and justice
it would be an instrument of perpetual injustice
and instead of a blessing a nuisance.
In your situation at Geneva the matter I
hope is not in any such bad state. For without
meaning to deny that by your virtuous and enlightened
government as in all other virtuous and enlightened
governments except that of the United States all imaginable
care will be taken within the limit of their
dominion to prevent every body who can find
any thing to say against their measures from
saying it, and to prevent every body to whom
they are pleased to accuse or condemn from
defending himself, and thus to secure to them.
