Dear Sir,

I read over the numbers of
the "Evening Chronicle" in the State yesterday,
and I hope it may flourish. I think the Address
particularly good, and admire the spirit
which led to the undertaking. It is under
the conviction, indeed, that the Editor is really
actuated by zeal for the public good, that I
wish you to communicate to him the following
hasty remarks on his dissertation in No. 6,
respecting the East India College. Had I time for
a better digested review, I would write to him
direct; but I am compelled to say what I
have to say at full gallop.

My first wish, is that he should consult
Mr B. Babington for better information
touching the College. He will furnish him
with facts, the sine qua non in coming to
a decision upon any point.
