If it be not a security for property that happiness and
prosperity, affluence and capacity of contributing outright till vengeance
of the state of the state it will depend upon security of property let anyone say who are, or what it is that they class thus same blessing do depend. With correspondent report has Mr Mill assured
me, and frequent have been the occasions in which the
affluence has been renewed, that the right of the rulers
to landed property are enclosed in an all comprehensive
cloud or vortex of uncertainty and insecurity, and that in the nature of the case for the remnant of this cloud, no other instrument is in the nature
of the case employable than an appropriate system
of judicial procedure: I mean by appropriate the
summary system, as above alluded to.
What you want a British Test is a an appropriate system of judicial
procedure, and a Judicial adapted and adequate
to the making application of it to us.
As to the regular mode of procedure, in the form in which
it has been translated from this country into that, bad as
it is there here, it is till worse there.
