Non-Reeligibility
You impugn the biannuality clause. Is not one
of your reasons that aptitude (in its three forms) — aptitude
for the possession of power is on the whole diminished by the
possession of power & therefore you would return it to those
who confered it more frequently — for, if on the whole it were
increased, the arguments in favour of annuality would be
obviously diminished.
These however, were not the considerations which
led to the introduction of the non-re-eligibility clause — It
was pure self denial. It was to answer those who saw
that the Cortes of Cadiz meant to be permanent rulers of
Spain
I have no idea that the Edinbro' Review will admit
such democratic stuff as this — However I have sent some
of it. If I ever write on the subject it would be as part of a
book "On the necessary opposition of interest between the Governors
& the Governed": but I should like to hear what such
a clear head as Mill's has to say — & also — & especially the
farther suggestions of your busy mind. Since the subject
occupied my thoughts. I have been curious to ascertain
how far the sympathy of the intellectual part of the crowd
in this land of universal suffrage goes with me — (&
of the intellectual qualities I have as you know a high
opinion) — 'They (The Deputies) are spoilt' is a current
expression among them —
