Toreno. Every thing resulting from misconception
has been explained — but he stills sees in me a critic,
and a consequent enemy.

Non-eligibility. I see an admirable illustration (in the
U.S.) of my views. It is there we must go for lessons of wisdom.
Children we call them — we should call them parents,
for in the art of governing how much older and wiser are
they than we. Did you note that more than 90 new members
are elected for the present Congress?

Cortes. When I wrote the article for the Edinbro' Review,
I could not get a complete list of the American Deputies,
and on the authority of three or four individuals of the Cortes,
I stated their number at less than 50. About 50 form the
number present; but if complete, their number would be
61. as follows: Mexico 11. Guadalajara 6. Lima 5. Guanajuato
4. Cuba 3. Michoacan 3. Bajaca 3. Puebla de
los Angeles 3. Yucatan 3. San Luis (Potosi) 2. Vera Cruz 2.
Caracas, Chiagsa, Chiquimula, Comayaqua, Cumana, Gacatermla, Nicaragua, Panama, Oriente, Puerto Rico, Sonora,
Sonsonante, Tlaxacala & Zaceticas, each one (14.) & the
Filipines 2.
The numbers returned for Old Spain, for the
Legislature of 1822 — 3 is 146 — So that the Cortes consist
of 207 individuals. These details you will perhaps allow
J.C. or R.D. to copy for Holland House that they may
be interwoven in proper time and place.

I am on the point of leaving Madrid for Cadiz — I
shall be there perhaps 10 or 15 days. I then go to Lisbon, to which
place I shall now thank you to direct my letters to
the care of W. G. Cresswell Esq: I shall continue to
write to you from time to time; but propose to be in
England by the 20th of March. I find I am urgently called
there — meanwhile the publication of the Letters to Toreno
will go on, and I shall return to England having secured
the strong places here, with new means of usefulness,
and I hope undiminished zeal. Of late I have been ill,
but all alarming symptoms are passed away. Every now
and then I get a hard rap which sells me "You are a poor
creature". I say "I know it", and the messenger of mortality
marches off to visit me again another day.
