From the Papers printed for the use of the House
of Commons, an embarrassing I learn learn that, in the cases of the
Public Account, a controversy has place between the as to the present commonly employed mode most appropriate mode or modes of Book-keeping, and
that which goes by the name of the Double Entry mode.

As between the more vulgar and more commonly form extensively
employed mode and the scientific mode, the question
of comparative eligibility, in my view of the matter, renders
itself into these this: namely, whether of those persons to whom it belongs
to judge of the propriety of the receipt and the expenditure,
by statements of which these same accounts are
entered, it is most desirable that by a greater number
or only by a lesser number, a conception clear and correct
of the subject matter in question should be capable of being
found and entertained.

Taking the population of the Private House for an example
in it is the principal use of the assemblage of persons
proper on this occasion to be taken in view, – is then so
large a proportion as that of one to ten of the Members
by whom a set of of the contents of a Book of Accounts dept in the
Double Entry mode any adequately, is so much as
part in any degree correct and and clear conception of the
contents would be capable of being found? For my own part,
without hesitation I could take upon me to pursue in the
negative.
