N. B. The reason which determines Mr B. not to send for the use
of the several Assemblies any of his works relative to the details of Legislation
will be seen in the Postcript to the Circulars on Codification: viz. his age and
the state of his faculties.

To the four several persons abovementioned/ subject to Mr Adams's
discretion as to the 2d and 3d / it is Mr B's wish that the several articles
undermentioned may be likewise delivered: so likewise to any such other person
by whom Mr A. sees any prospect of their being made of use: not
excluding Governors,c on the condition of their not suffering the Assemblies to
incumber themselves with them, unless and until they should be desirous
of taking them in hand after an answer has been given to the offer: which
is what Mr B. does not expect.

Articles to be forwarded provisionally as above —
1 Draught of a Code for the Organization of the Judicial Establishment in
France: with Critical Observations on the Draught proposed by the National
Assembly's Committee, in the form of a perpetual Commentary, 1790, or 1791,
8vo. 242 pages very closely printed.//

2 Essay on Political Tactics: containing six of the principal Rules proper to
be observed by a Political Assembly, in the process of forming a Decision:
with the reasons on which they are grounded: and a comparative application
of them to British and Frech practice; being a Fragment of a larger work,
a sketch of which is subjoined, 1791. 4to. pp. 64.//

3. Emancipate your Colonies: an address / thus intituled / by Jeremy Bentham
to the National Assembly of France, 1793, 8vo. pp 48. "Your predecessors made
me a French Citizen: hear me speak like one" &c.//

47 [+] Pauper Management: in the form of Letters on the Situation and relief of the Poor:
addressed to Mr Arthur Young, Editor of the Annals of Agriculture, and
published in that work, 1797. 8vo. pp. 288 with Tables.//

5. Plan for the Constitution, 1803, written in ation of the above.//
