friendly and kind compliments
to Mr Bentham, with many
thanks for his valuable pamphlet
on the Spanish restrictive
system. Mr R has read, with
equal interest and approbation,
the great principles
which it developes upon
this subject.

N.B. The pamphlet was sent to him
but without a Letter. This was the only communication
with him formally on the subject. He was the
man acceptable to me, the prejudices in
that country being so notoriously general and strong.
