me I understand that from the purely military, you have passed over to the
civil line, or to that side of the Military which partakes of it. On this
transition I congratulate you the country of your adoption: for as to the
standing or marching to be shot at, there is at no time any want of
heads any where; whereas heads such as yours, rare as they are in the
best informed country, cannot but be particularly so newly made & ill -informed </lb> country as that in which I hope this scrawl will find you. As
to your Arch-hero, considering how uncertain all intercourse between
this country is, both as to time & ultimate result, I have used & am
using endeavours to convey in both languages copies of my Codification
Proposal thro' other channels, having reason to hope that my labours
are already regarded with a not altogether unfavorable eye, by himself
as well as by divers persons who have the honor & happiness
to be sharers in his confidence; & nest eggs being now upon the carpet,
you will judge whether that which I am now presenting you with
may not on the part of the constituted authorities in Colombia possess
a chance more or less considerable of being productive of that effect.

By way of supplement to that which you will see in the printed
paper it may be of use that you shd be informed that by a letter I
