§.11 Willingness draughting
§.11. On the part of an individual, proposing himself as
draughtsman for the original draught of a Code of Laws,
willingness or unwillingness, to interweave in his draught,
a rationale as above, is the most conclusive preliminary test, and that
an indispensable one, of appropriate aptitude in relation to it.

If what has been said, as above
The two three four grand points in question are — 1 the proposed
all comprehensiveness of the work — 2 the rationale proposed
to be interwoven in it — 3 the universality of the
admission proposed to be given to all competitors for the
honour of furnishing the original draught — 4 and the
choice of a single workman for the work, to the
exclusion of any every greater number. The point in If
what has above been said in relation to the usefulness and importance of these
several points has proved satisfactory, — the position, which forms
the title of this present section, will already have received
its proof: if not, nothing further, that can with propriety
be ranked under this head, affords any promise
of being of use.
In the eyes of the individual Of all these points, that which concerns the the rationale is that
which to individuals, considered as candidates for such a function only
happen
not to have.
App As to the willingness or unwillingness
In regard to all such individuals — in regard to all such
individuals capable of regarding themselves as qualified
to produce any such draughts of such a work, — it is by the rationale
