In Spain, as in all other with scarce an exception, in every other of the countries governed by Rome-bred
law, For Effectual care had been taken by it that,
in all cases, in which the sinister interest of the ruling one
was concerned, the fate of the accused should be compleatly
at the disposal of the an instrument of that same ruling one: a Judge, nominated, and at all
times removable, by the ruling one his fiat: and that, for that
purpose, the proceedings in general, and the collection of
the evidence in particular that mass of information on the collection
of which the result
of every cause necessarily
depends

should remain from first to last remain covered
with a veil of impenetrable secrecy. In England, only
in cases where property is at stake — in these days only under the present
protection of Lord Chancellor Eldon, and Lord Chief Baron
Richards, does this last-mentioned security, for injustice, corruption,
and official depredation, stand as yet established:
for his Lordship's the Chancellor the designs formed by the head of the law upon Jury trial, these designs howsoever intimated,
have not yet having as yet been brought forward: and though, when
masses of a bust equal to that of
the whole of the richest man's estate,
property is at stake: property is thus disposed of by the instrumentality of secretly collected
